How to Respond to Planning Applications

Planning officers must take material considerations like design or traffic impact, into account when deciding a planning application. Non-material considerations are not part of their decision making. It is helpful to keep this in mind when responding to planning consultations. Use the list below to guide your comments and give weight to your response (this list is not exhaustive).

Things you can comment on (material considerations):

  • Design, size, height, and appearance of the proposal Impact on neighbouring homes (light, privacy, noise, disturbance)
  • Traffic, access, parking, highway safety Environmental impact (trees, wildlife, biodiversity, flood risk, heritage)
  • Adequacy of local infrastructure (schools, healthcare, utilities, drainage)
  • Compliance with Local Plan or Neighbourhood Plan policies
  • Public safety (fire access, safe pedestrian/cycle routes)
  • Effect on community vitality and economy

Do not comment on (these are not material considerations):

  • Loss of private views
  • Effect on property value
  • Applicant’s personal circumstances
  • Business competition
  • Moral objections
  • Boundary or ownership disputed
  • Building Regulations or Licencing issues

Tips for responding to planning applications

  • Keep comments focused on planning policy and evidence.
  • Avoid personal or emotional arguments – stick to the material facts.
  • Submit Responses within 21 days of notification.
